This figure was available in 1986-1987, packaged with any one of the Aerialbots, Stunticons, Protectobots, Combaticons, Technobots, Terrorcons, or Throttlebots.
This figure was available in as part of the Cybertron Hero Collection 22 in Japan in 1986. Additionally, the decoy figures were sold in a multitude of colors via vending machines in Japan; see this article at TFWiki for more details.
